I did have a very tight IT band which intesified the pain in my knee, but now that thats loosend i have the clicking on the outside and the fear of trying to move laterally. I play soccer Im 43 and i can barely run. I have had meniscus repair over a year ago after taking a blow to the outside of the right knee inwards. I believe the damage was on the interior of the meniscus which was cleaned up.

By the sounds of it, there could be a few things it could be. If the clicking and locking is associated with the knee pain and an inability to stand on that right leg and twist, it could possibly a lateral meniscus tear.
Another possible diagnosis could be ITB syndrome, as it attaches to the lateral tibia (shin bone). The attachments could be inflamed.
If you have tried conservative treatment and still no improvement, I would suggest an MRI to be confirm the diagnosis.

After I worked on my IT band for a few months I still had an issue with the knee cap being pulled laterally and slightly up by the extremely tight vastus lateralis. I wouldn't call that too acute, though.
